Have u ever seen a dog in the road? Have u ever stopped to help it? If u have not, u are not alone. Most do not want to get involved or do not have the time. I am one of those that will turn-around, stop, help, get them off road, put in my car out of the rain or cold while trying to call tag name/number, or go to the neighbor homes trying to find owners. I will call animal control when appropriate.
